The fare freeze, points out Transportes Metropolitanos de Lisboa (TML) in a statement, confirms “a clear public policy option” in this territory, “oriented towards strengthening public transport and promoting more sustainable mobility”. According to the company, in 2019, the year the Navegante passes were created, there were approximately six million loaded passes, and “in 2024 the number exceeded 11 million, a growth of 75%”.

“In 2025, demand already surpasses previous years (approximately 12 million in 2025), demonstrating that public transport has once again occupied a central place in the population's mobility choices. Today, trips made with Navegante passes in the Lisbon metropolitan area represent about 90% of the total trips made, whether by frequent or occasional users,” TML emphasizes.

On the other hand, the note also points out that a “profound” reform was carried out during this period, since “before Navegante there were about eight thousand types of passes, with strong territorial fragmentation”.

Currently, there are only two types of passes—municipal and metropolitan—with full coverage of the Lisbon metropolitan region, "whereas previously the pass with the widest geographical coverage only served 30% of the territory without covering all modes of transport."

Free travel

On the other hand, nowadays, the Navegante pass also allows access to parking facilities and shared bicycles. Navegante passes now also offer free travel for young people up to and including 23 years old, even if they are no longer students. The price of the Metropolitan Navegante (valid throughout the Lisbon Metropolitan Region) is €40 per month, the Metropolitan Navegante (valid in one municipality) costs €30, and the Navegante +65, for seniors, costs €20.

In the statement, TML also points out that the funding for Navegante passes is a result of the Fare Reduction Support Program (PART), in effect between 2019 and 2023, and, since 2024, of the Incentiva + TP program. The Lisbon Metropolitan Area (AML) comprises 18 municipalities on the north and south banks of the Tagus River: Alcochete, Almada, Amadora, Barreiro, Cascais, Lisbon, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra, and Vila Franca de Xira.
