The EU wants to harmonise driving licence rules across Member States to modernise them. Therefore, plans are to proceed to a single European-style licence, making it digital, while tightening the rules so that penalties follow drivers across EU countries.
Digital license
One of the major changes is the plan to issue a digital driving license that can be accessed on a driver’s phone and is legally recognised across the EU.
This would allow licenses to be verified on a mobile device, reducing the number of documents drivers carry in their wallets for authorities to review if necessary. According to EuroWeeklyNews, this procedure would reduce the time required for checks when leaving one’s home country.
Tighter rules
Brussels also wants to establish more consistent rules for renewals and medical checks, particularly as drivers age. The requirements may vary by country. The rules applied would be the same across all EU Member States.
New drivers will also face new regulations, as a more harmonised probation period during their first years of driving may be introduced to improve safety and reduce accidents among new drivers.
Driving bans everywhere
Currently, it is still possible to lose a driving licence in one Member State and remain legally able to drive in other Member States, as systems are not always linked.
Under the proposed rules, bans and suspensions would apply across the EU. The same applies if the license is withdrawn.
Applying the rules
Each country will need to adapt its laws to ensure the final text is agreed upon. However, the plans indicate the law may take effect as early as 2026, according to EuroWeeklyNews.

I have a suggestion. Make it a requirement that all new and replacement licences must be issued within two weeks. For what possible reason can it take up to three months here?
